This downtown business-lunch favorite is always busy and noisy; the Southwestern cowboy kitsch matches the cuisine in a beautiful room on the ground floor of San Diego's first high-rise. An open, copper-accented kitchen bustles smoothly, most easily enjoyed from the second-level terrace that circles the room. Among the most popular items are the spit-roasted chicken with orange chipotle glaze or Dakota barbecue sauce, the mixed grill served with roasted garlic and grilled red potatoes, and the pan-seared halibut accompanied by tequila cream potatoes and roasted pepper-chipotle coulis. There's also a short list of New Mexican-style pasta and pizzas (made with chipotle-spiced dough) that can keep the dinner bill at a moderate level. When the kitchen is on, Dakota's innovation makes it one of the Gaslamp's best, and the atmosphere is the right mix of informal and smooth to fit the lively cuisine. A
