Finding a good restaurant in the tourist-filled Tower of London section is a bit of a gamble, but this longtime favorite fills the void of enjoyable lunch spots quite well. Foxtrot Oscar (which has various branches) has long been a stalwart of British cuisine, and it's been vastly improved since master English chef Brian Turner became involved, introducing what London food critics call "Brian Turner classics," including the best barbecue quail in town. The menu is relatively simple, but the ingredients are well chosen and skillfully prepared into such combinations as salmon fish cakes or linguini with roast peppers. Longtime patrons need not get alarmed at recent changes. The old favorite Foxtrot Oscar specialties such as eggs Benedict are still on the menu -- dishes have just been elevated in taste and presentation. Quail appears again as an appetizer, as quail eggs and a mushroom tartlet. Many luncheon patrons opt for the juicy, flavorful burgers, or such old-time favorites as shoulder of lamb hot pot, duck-leg confit, or Scottish sirloin. Finish off with a white-chocolate trifle and the day is yours.
