Planning a Trek: Tracking Permits & Other Fees Frommer
Securing a trekking permit can be an aggravating and frustrating experience if you're arranging your own trek. Be prepared. (The outfitter will take care of the permit if you're going on an organized trek.) Because permit applications are accepted in the morning and permits are issued in the afternoon, you'll need the better part of a day to get the permit. If you are heading to the Annapurna region, you'll find that it's a bit easier to get a trekking permit in Pokhara.

To apply for a trekking permit, you'll need your passport and two extra passport-size photos of yourself. If you forgot to bring extra photos with you, go to one of the photo shops in Thamel or, in Pokhara, down the street from the Department of Immigration. If you can, pick up the permit application forms a day ahead, and fill them out at your leisure (you can often get copies at trekking companies in Thamel).

After filling out a trekking-permit request form and the trekking permit itself, you must stand in line (this is the ordeal). Make sure you are in the correct line; some of the lines are for visa extensions and some are for trekking permits. If you filled out forms in advance, you might even get to go to the head of the line.
